UTILITY BILLING

Utility Billing is a division of the Finance Department responsible for invoicing residents for monthly water usage, sanitary sewer maintenance, and garbage service. This division is also responsible for investigating and resolving customer concerns regarding utility bills and reporting service or equipment problems. 

IMPORTANT WATER RATE UPDATE
For several years, the Montgomery has worked closely with the communities of Oswego and Yorkville to ensure the sustainable future of our region's water. In 2021, the communities joined together to select Lake Michigan as the region's future water source in an intergovernmental collaboration. Staff and elected officials from all three communities are working closely with the DuPage Water Commission to prepare for water source transitions as early as 2032. Water source transitions are vast projects in size and scope, and they require large funding to build the new infrastructure while maintaining current water. Obtaining A Final Water Bill

To obtain a Final Water Bill for the transfer of property, either owner or renter-occupied, please click the following link: Final Utility Bill (Closings/Tenants). Requests for final bills must be submitted at least three (3) full business days in advance.

Understanding the Utilities Billed through the Village 

GARBAGE & REFUSE | LRS RECYCLING
Residential garbage (refuse, recycling, yard waste, organics) is contracted through a third-party vendor, LRS Recycling. LRS is the exclusive provider of residential waste collection. This applies to all residential addresses in the Village, but excludes Boulder Hill and other unincorporated areas. For convenience, the costs/fees associated with garbage and refuse are included in residents' monthly utility bills. LRS does offer a senior discount to qualified households. SEWER MAINTENANCE CHARGE | Provider Varies
Village of Montgomery residents pay a monthly sewer maintenance charge to maintain the physical sewer lines that run through the Village infrastructure. The Village of Montgomery is responsible for this sewer infrastructure in the incorporated areas of the Village. The fee is $6.00 per month through 2033.

Fox Metro Water Reclamation District (Fox Metro) is a public utility responsible for wastewater treatment, most often generated using toilets, sinks, bathing, dishes, and laundry. Fox Metro treats this type of water and will bill users separately. All households will receive a bill from Fox Metro every other month based on your water usage. For households in Boulder Hill and other unincorporated areas (where the Village does not maintain the sewer system), Fox Metro is responsible for the maintenance of the physical sewer lines, and they may charge these households sewer maintenance fees through Fox Metro.

WATER BASE CHARGE & USAGE FEES (MONTHLY) | Village of Montgomery
All water users (residential, commercial, and unincorporated customers) should receive a bill monthly via email or postal service based on their billing preferences for their water usage and applicable water infrastructure fees. Fee structures vary based on resident, non-resident, and bulk water usage. Water users pay a monthly base charge and a consumption rate (per 1,000 gallons). As a general rule of thumb, non-residents pay 1.2 times the residential water rate to receive water from the Village of Montgomery.

BOULDER HILL INFRASTRUCTURE FEE 
In addition to the other monthly fees charged by the Village of Montgomery, residents of Boulder Hill are assessed an additional $15 infrastructure fee to assist in the essential improvements and ongoing water infrastructure updates required within this service area. This fee is paid by only the water users in this area, and it is not billed to residential homes incorporated in the Village of Montgomery.

Billing & Late Fees

All residential and commercial customers should receive a bill monthly via email or postal service based on their billing preferences. Payment is due on or before the 20th of each month. A 10% late fee will apply if the payment is processed after that date. 

The Village of Montgomery Board of Trustees recently adopted Ordinance 2119, amending Chapters 1(General Provisions), 2 (Administration), and 20 (Water and Sewer). View Ordinance 2119; changes are effective as of March 10, 2025.

Amendments to these chapters include, but are not limited to:

  • A $50 delinquent fee will be added to the account at noon (12P) on the business day before shut-off is scheduled due to non-payment.
  • Clarities on owner and occupant liabilities on services provided by the Village.
  • Authorize leak-related charges between the curb shutoff and the water meter.
  • Update dispute procedures for utility accounts.
  • Include "Transfer of Occupancy" in the list of the owner's responsibilities.
  • Outline the owner's responsibilities for the private water main maintenance, repair, and replacement.
  • Codify water service and usage charges for monthly billing, effective May 1, 2025.

Payment Options

  • Direct Debit (ACH)
    • This is the best and preferred payment option for Village utility users. It is convenient, timely, and allows customers to avoid the $2.00 payment processing fee assessed for credit and debit cards.
    • To register for the Direct Debit Program, please complete the direct debit application and mail it in with a voided check. The Village will automatically withdraw your monthly utility bill from your checking account on the due date (the 20th of each month). Signing up for Direct Debit will ensure the timeliness of your payment and eliminate any late fees.
  • "Make A Payment" Online 
    • Pay with a Credit or Debit Card (through PSN).
    • This service is offered through a third-party vendor, PSN. Payments will be made through their secure payment portal.
    • Payments from the third-party vendor may take two to three business days to post to your account. This payment method should not be used close to the due date of the 20th of each month.
    • A $2.00 convenience fee applies to all transactions.
  • By Phone
    • Monthly Payments | 877-885-7968. Please note that a $2 convenience fee applies to all credit/debit card payments. 
    • Phone assistance is available in English and Spanish.

  • By Mail

  • At Village Hall (In-Person)
    • The Village Hall is the only village building that can accept water payments. 
    • Village Hall is open Monday-Friday 8A-4:30P, excluding holidays.
    • Village Hall accepts cash, check, money order, or credit/debit card payments. A $2 convenience fee will apply to all credit/debit card payments.
    • After-Hours Drop Off | A drop box is located behind Village Hall and is accessible for after-hours payments. It is marked "WATER BILLS" and is located along the circle drive on the Main Street side of the building. We highly discourage dropping off cash payments in this location.
